แนวทางการประเมินความเสี่ยงด้วยวิธีวิเคราะห์วอทอิฟสำหรับโรงงานผลิตแอสฟัลท์ติกคอนกรีตแห่งหนึ่ง

การประกอบกิจการผลิตแอสฟัลท์ติกคอนกรีตมีอันตราย สามารถเกิดขึ้นในขณะปฏิบัติงานได้ตลอด การประเมินความเสี่ยงเป็นมาตรการหนึ่งที่จำเป็นที่จะช่วยค้นหาอันตรายและความเสี่ยงที่จะเกิดอันตรายนั้น กระบวนการดังกล่าวจะนำไปสู่การกำจัดอันตรายหรือควบคุมความเสี่ยงที่อาจจะเกิดขึ้น การศึกษาครั้งนี้จึงมีวัตถุประสงค์เพื่อจัดทำแนวทางการประเมินความเสี่ยงด้วยวิธีวิเคราะห์วอทอีฟสําหรับโรงงานผลิตแอสฟัลท์ติกคอนกรีตแห่งหนึ่ง การศึกษาครั้งนี้ได้รวบรวมข้อมูลขั้นตอนกระบวนการผลิตและกิจกรรมภายในโรงงาน การสัมภาษณ์ผู้ปฏิบัติงานในโรงงาน และการทบทวนกฎหมายและเอกสารที่เกี่ยวข้องกับการประเมินความเสี่ยง จากนั้นดำเนินการวิเคราะห์ข้อมูลและจัดทำแนวทางการประเมินความเสี่ยงด้วยวิธีวิเคราะห์วอทอฟ และตรวจสอบเนื้อหาโดยผู้ทรงคุณวุฒิ 3 ท่าน แล้วจึงนำร่างคู่มือมาทำการปรับปรุงตามข้อเสนอแนะเพื่อให้สามารถนำไปปฏิบัติได้สมบูรณ์ยิ่งขึ้น ผลการศึกษาได้แนวทางการประเมินความเสี่ยงด้วยวิธีวิเคราะห์วอทอิฟสําหรับโรงงานผลิตแอสฟัลท์ติกคอนกรีตแห่งหนึ่ง มีเนื้อหา 5 บท ประกอบด้วย (1) บทนำ (2) ความรู้ทั่วไปเกี่ยวกับการประเมินความเสี่ยง (3) ข้อมูลทั่วไปโรงงานผลิตแอสฟัลท์ติกคอนกรีต (4) การชี้บ่งอันตรายและการประเมินความเสี่ยง และ (5) การจัดทําแผนจัดการความเสี่ยง || In the production of asphaltic concrete, hazards can occur throughout the process. Evidently, risk assessment is a necessary measure used to identify hazards and evaluate potential risk associated with the hazards. Based on the assessment results, appropriate measures for hazard elimination and risk control will be determined. Therefore, this study aimed to develop guidelines on risk assessment using What If Analysis method for an asphaltic concrete production plant. This study involved the collection of information about production process and related activities at the plant, interviews with plant operators, and a review of regulations and technical papers on risk assessment. After that draft guidelines on risk assessment using What If Analysis method for an asphaltic concrete production plant were prepared and then submitted to three relevant experts for consideration. With the experts’ comments and suggestions, the draft guidelines were revised and finalized for practical use.The completed guidelines on risk assessment consist of five chapters: (1) Introduction, (2) General knowledge about risk assessment, (3) General information about asphaltic concrete plant, (4) Hazard identification and risk assessment, and (5) Risk management planning
