List of prefixes of publicly available recharging infrastructure identifiers and service contracts providing access to open recharging infrastructure for roaming

Pursuant to Decree 2017-26 of 12 January 2017 and amending Decree 2021-546 of 4 May 2021, relating to charging infrastructure for electric vehicles accessible to the public and the Order of 12 January 2017 specifying the provisions on identifiers for the roaming of electromobility services, AFIREV is empowered to determine and assign the identifiers of operating units open to roaming including the country code “FR”, as well as to define the modalities of composition, allocation and management of identifiers according to the standards in use at European level. The identifiers created by any mobility operator for each mobility contract, or by any planner, or recharging operator on behalf of that operator, for each recharging station and for each recharging point open to roaming, shall be based on a prefix specific to each operating unit allocated by AFIREV. Since AFIREV is the only one to issue this prefix including the country code ‘FR’, it ensures that it is unique, thus allowing the operator or planner who holds it to create identifiers that will be very unique in France and Europe. This is why planners or operators must first apply for this prefix to AFIREV. For the purposes of organising their operation, it is possible for the same planner or operator to request the allocation of several prefixes, each corresponding to a particular operating unit open to roaming. For example, an operating unit of a mobility operator for a set of customers or for a range of services, or an operating unit of a planner for a set of stations and recharging points. However, each farm unit must be operated by a single operator. Each prefix assigned to an operator by AFIREV is called an operating unit identifier.
