Competency Restoration Dashboard Data: A Reproducible Five-State Panel of Legal-Deadline Compliance for Psychiatric Competency Restoration (Washington, Oregon, Colorado, Texas, California)

A harmonized, source-linked dataset of competency-restoration timeliness and waitlist measures for five U.S. states, each operating under a different legal mechanism enforcing (or, for Texas, newly ordering) competency-restoration admission deadlines: Washington (federal consent decree, Trueblood v. DSHS, W.D. Wash.), Oregon (federal injunction, Mink/Bowman, D. Or.), Colorado (federal consent decree with a court-appointed Special Master, Center for Legal Advocacy v. Barnes, D. Colo.), Texas (no binding deadline until a July 2026 federal ruling, now being phased in while on appeal), and California (a state-court mandate, Stiavetti v. Clendenin). This dataset extends and is a sibling resource to the concept DOI 10.5281/zenodo.21436450 two-state (Washington/Oregon) academic-paper deposit, covering the full five-state public dashboard at competencyrestoration.org, updated periodically (every few months) as new source reports are published. This is a data and methods resource: it provides the harmonized per-state datasets, six per-state extractors, and a re-execution gate (src/verify.py) that rebuilds each dataset from the raw source documents and asserts value anchors against the source PDFs, together with the redistributed source documents and per-file provenance (source URL + SHA-256). It does not report study findings. Code (src/) is licensed MIT; the derived dataset (data/derived/) is licensed CC-BY-4.0. Source documents (data/raw/) are third-party public records with a rights basis that differs by state (public domain for California; a conditional license for Texas; explicit written permission from Colorado's Joint Budget Committee staff for Colorado's legislative budget memos; fair use for Washington's DSHS reports, Colorado's federal court filings, and 15 of Oregon's 18 reports; public agency record + fair use for Oregon's 3 state-authored legal pleadings) — see data/raw/NOTICE and each state's own README for the specific basis.
