按照权力清单和责任清单，全面梳理编制电子证照目录，制定全市电子证照标准规范，建设市级电子证照管理系统，利用公民身份号码作为公民唯一标识，统一社会信用代码作为企业和其他法人组织唯一标识，建设电子证照库，实现群众办事“一号”申请，采用大数据存储和分析技术，有效加工整理存量和增量电子证照信息，避免重复提交办事材料。实现“一次生成、多方复用，一库管理、互认共享”。

Comprehensively sort out and compile the electronic certificate directory in accordance with the power lists and responsibility lists, formulate municipal-level electronic certificate standards and specifications, and build a municipal electronic certificate management system. Use resident identity card numbers as the unique identifiers for citizens, and unified social credit codes as the unique identifiers for enterprises and other legal entities. Build an electronic certificate repository to enable "one-number" application for public services for the masses. Adopt big data storage and analysis technologies to effectively process and organize both stock and incremental electronic certificate information, thereby avoiding repeated submission of service materials, and realizing the operational principle of "one-time generation, multi-party reuse, unified repository management, mutual recognition and sharing".
