This doctoral thesis examines how the coordination of advocacy coalitions, in interaction with external events and with the political resource of legal and formal authority, shapes the movements of political actors within the Brazilian national green agenda subsystem (2012–2021). Grounded in the Advocacy Coalition Framework (ACF), the study addresses a theoretical gap concerning the under-theorization and limited operationalization of coordination, proposing a systematization of its analytical components: scope, level, sectorization, discursive centrality, leadership, and commitment. Methodologically, it is a qualitative–quantitative case study based on documentary analysis of transcripts from the environmental committees of the Brazilian Federal Legislature — the Committee on Environment and Sustainable Development of the Chamber of Deputies (CMADS) and the Senate Committee on the Environment (CMA) — combined with the coding of coordination components, the systematization of the resource “legal and formal authority,” the categorization of changes in the governing coalition, and the application of data mining techniques to integrate coordination, resources, and external events. This triangulation enabled the mapping of collective actors’ movements across three governmental phases, revealing patterns of stability, growth, and decline among coalitions. The findings show that external events — particularly changes in the governing coalition — produce institutional shocks that alter resources, opportunities, and constraints, thereby reshaping coalition composition through disappearances, emergences, association, and dissociation processes. Legal and formal authority, concentrated among hearing requesters and committee board members, proved to be a resource predominantly held by the socio-environmentalist coalition but was not decisive in shaping the agenda. Coordination exerted differentiated effects on actor movements, suggesting that higher levels of the analytical components tend to support actor stability, whereas medium levels of coordination are associated with shifts in coalition composition. By integrating coordination, resources, and external events to explain the dynamics of actors in the Brazilian green agenda, the thesis advances theoretical refinement of the ACF and deepens understanding of the mechanisms underlying stability and change in environmental policy subsystems. The findings have practical implications for the institutional design of legislative committees and for strategic action by public managers, parliamentarians, and civil society organizations.
