Three Waters Assets

This service replaces the previous 'Three Waters' service, which held the same data but with a slightly different layer structure. This service removes the separation of 'Abandoned' assets into their own layers and instead keeps asset classes together, with symbols differentiating their status where necessary. Removal of this separation was done primarily to enable offline/sync capabilities.本服务取代了此前的“三水源”（Three Waters）服务，二者承载的数据完全一致，但图层结构存在细微差异。本服务取消了将“已废弃资产”单独划分为独立图层的设置，转而将各类资产统一归类，并在必要时通过符号区分资产状态。取消该分类方式的核心目的，是为了支持离线操作与同步功能。
