Testing Open Urban Traffic Data for Design Hour Computation in Istanbul: data, result record, and code

Companion material for the manuscript "Testing Open Urban Traffic Data for Design Hour Computation in Istanbul" (submitted to Transportation Research Record). The deposit contains the cleaned section table for 263 RTMS detectors mapped to road class; the result record (manifest) that ties every figure reported in the paper to the operation that produced it, the population it rests on, and the kind of claim it can support (merged record of 296 rows); the code that produces the section table, the manifests, the figures, and the text-to-record consistency check; Figures 1 to 7 as vector PDF and PNG; run logs; and the consistency-check outputs for the submitted text. The raw input files are open data published by the Istanbul Metropolitan Municipality (RTMS hourly feed, January to early May 2026; Hourly Traffic Density Dataset, 2020 to 2024) and are not redistributed; their identifiers and the SHA-256 digest of the January 2020 density file are recorded.
