The objective of the Biosmart project is to promote a smart transition towards a bio-economy. A questionnaire among enterprises within sectors that are connected to the bio-economy was carried out as a part of the Biosmart project. The sample of sectors were chosen on the basis of earlier work in the European Commission's Bio-economy panel, work that includes sectors such as industry, teaching and research, but also the primary industries agriculture, forestry and fisheries, adapted to Norwegian conditions and debate. The objective of the survey was to identify how different relevant sectors imagine that the bio-economy would look like in 2030, and which part they imagine that they would play themselves within this economy.
BIOSMART will promote a «smart» transition by conducting an encompassing foresight analysis that involves relevant interested parties and actors in the bio-economy. A preliminary, encompassing foresight process in form of a survey, that would involve 1500 enterprises within agriculture, forestry, fish farms, fisheries, industry and biotechnology, will lead to separate industry scenarios for bio-economic development. Further, a number of scientific studies will be conducted and play a key role in the further foresight process. These will look at the biotechnological transitional processes in Norway, questions about IP and area use rights, and how the resources planned to be used in the bio-economy can be made available and how the bio-economic development can be most ideally localized, and whether the new bio-economy will be environmentally sustainable and energy efficient, and what scope and level of the added value could be expected. These studies will present important contributions to the second round of foresight analyses, which will develop four integrated scenarios for bio-economic development across all sector industries and interested parties, and which will propose new ways to achieve these transitions. BIOSMART will contribute with a number of results of great importance for the research-, counselling- and the political fields. The most important contribution will nevertheless be to prepare the industries, the governments and the rest of society for the coming transition towards a “smart” bio-economy.
