### Residence permits The first residence permits correspond to the permits held by adult foreigners following a first application for residence, so they do not take into account renewals of permits even when they change in nature (for example, a foreigner entered on the ‘student’ ground who subsequently switches to the ‘employee’ ground will not be counted a second time as the first permit). The reference date chosen is the starting date of validity of the residence permit. The data for the year 2021 are final. For 2022, the data are provisional: in view of the delays between the submission of an application and the issue of the permit, certain permits issued during the year are not yet registered in the national database for the management of residence permits. They will be accounted for later, when the final data are published in January 2024. Since the implementation of Brexit, the British are among the third-country nationals (TCNs). They have been required to hold a residence permit to stay in France since 1 October 2021, and the return to a more usual pace of first-time issuance of permits in 2022. They are presented separately in the tables, so as to have homogeneous series over time.
