The Public Procurement Commission (PPC) of Albania operates an electronic system that allows suppliers to submit complaints online and for the PPC to manage the process digitally and openly. The PPC publishes procurement complaints in real-time on its [website](https://kpp.al/en). It also publishes PDF copies of decisions along with JSON files in OCDS format that capture the main elements of the decisions and the corresponding complaints.

The legal function and status of the Public Procurement Commission are defined in Law No. 162/2020 “On Public Procurement”. PPC is the highest authority in the procurement system, which examines complaints about public procurement procedures, concessions/public private partnerships, public auctions as well as competitive procedures for granting mining permits. The existing legal regulations also allow economic operators to access information regarding complaints filed with the Public Procurement Commission.
