The minutes contain policy decisions by the Committee on whether teachers with a classification of 2B, 3A and 3B and unclassified teachers should be given a Teachers Certificate or a Conditional Certificate. The Committee considered more than the teacher's existing classification. They also took into account the teacher's attainment level, their efficiency rating and length of service. Some teachers had completed the departmental examinations for a higher level, but had not served the required time between levels and had not been awarded the higher classification. The Committee decided that, for example, teachers classified 2B who had over 10 years service, 2A attainments and an efficiency rating of 2A would be granted a Teacher's Certificate. By August 1945 the Public Service Board had decided that 3A teachers with 20 years service would be given a Teacher's Certificate and unclassified teachers with 20 years service a Conditional Certificate. The majority of 3A and 3B classified teachers received Conditional Certificates.The minutes also contain the decisions of the Classifiers Committee regarding standards for Departmental teacher examinations, the syllabus and recommended texts, in consultation with the representatives of Sydney Teachers College. The Departmental examinations allowed conditionally certified teachers to satisfy the Department's educational attainments for a Teacher's Certificate in education and up to three other subjects. They were held annually in May.The Interim Reports to the Public Service Board contain the recommendations of the Committee as to the certification of individuals. They provide the name of the teacher, the school they work in, position held, rate and the date that the recommended classification would be effective.
