To spatially represent the line dividing the Inland and Coastal response zones defined in the MOA, for use of federal on-scene coordinators in determining who will respond to an incident involving oil or hazardous substances. Delineation of Inland/Coastal Boundary Line Within EPA Region 4 and USCG Districts 5, 7, and 8 Captain of the Port Areas, which is described in Appendix 1 of the US Coast Guard and US Environmental Protection Agency Region 4 MOA.
