This Regulatory Impact Review (RIR) and Initial Regulatory Flexibility Analysis (IRFA) examine proposed changes to groundfish management required to insure that groundfish fisheries in the Bering Sea and Aleutian Islands Management Area (BSAI) are not likely to jeopardize the continued existence of Steller sea lions, or to adversely modify or destroy their critical habitat. This RIR was prepared to meet the requirements of Presidential Executive Order (EO) 12866.
