Supplementary Evidence and Protocol Package for From Compliance to Design-Time Governance

This dataset supports a desk-based framework-building manuscript on accessible HCI design-time governance. It contains public-data tables, derived figures, legal-obligation coding materials, framework protocol tables, a mini worked protocol application, an agency map, and a regulatory-agency tension register. The package supports interpretive synthesis and legal-document analysis; it is not a primary user study, a legal-compliance audit, or a systematic primary-study review.
