5.09 CIP Funds Encumbered (dashboard) - deprecated

<div><i>This performance measure had changed to reflect a different approach to tracking how the City is determining the success of its Capital Improvement Program (CIP). Historically, the measure tracked spending on CIP construction projects each year.  However, as economic conditions may change significantly from the time the CIP program is developed to when project spending actually occurs, the capacity to complete all programs as envisioned may be impacted.
