The One-Network Smart Governance Platform operates under the leadership of Party building, adhering to the philosophy that "a stable grassroots community ensures national stability, and a strong grassroots community ensures national strength". Guided by the grid-shaped governance concept, it strives to achieve the vision of "understanding community conditions and public sentiments through a single map, and conducting grassroots governance with just one smartphone". It implements the requirement that "people act within their assigned grids, all matters are handled within the grids, minor issues are resolved at the village level, major issues are addressed at the town level, conflicts are not escalated upwards, and services are never lacking", and attains the management objectives of "clear basic data, accurate situational awareness, effective oversight, sound self-governance, and high-quality services". Finally, it forges a new pattern of grassroots governance featuring the integrated "Five Governance" framework, which includes co-governance, rule of law, rule of virtue, self-governance, and good governance, as well as "unified management through one network".
