This record contains the PNMS-OSE Quantum Hardware Calibration Review Package, version 1.0. PNMS-OSE is an operational state-signature pipeline for converting measured quantum hardware calibration data into structured operator-facing evidence. The package applies the method to IBM quantum calibration snapshot histories and evaluates the pipeline against a raw calibration baseline using rolling historical validation. The package includes the Operational Pipeline Specification, Quantum Calibration Test Specification, Operator Baseline Comparison Report, Actual Numeric Calculation Trace with 15 worked cases, Operator Review Bundle, Full Traceability Standard, Driver Analysis Addendum, Balanced Rerun Results, and a Full Audit Run Ledger covering 44,804 rolling test windows across three IBM backends: ibm_kingston, ibm_fez, and ibm_marrakesh. The result positions PNMS-OSE as an additional operational alert and evidence layer, not as a replacement for existing calibration dashboards. In the balanced response-profile backtest, PNMS-OSE missed fewer critical target cases than the raw calibration baseline, while the baseline retained advantages in exact severity matching and false critical count. The package therefore supports structured technical operator review and future non-intervention shadow evaluation, not autonomous deployment. The archive includes both human-readable documentation and machine-readable audit material. The Full Audit Run Ledger provides row-level audit data for the full backtest. The 15-case numeric trace document materializes the calculation path from raw state values through projection, log-signature, relation field, coordinates, drift, prediction, boundary status, response policy, baseline comparison, and target comparison.
