This dataset contains Figure 2 from Nicolin R. Decker’s paper, The Authority Signal: Women’s Military Combat Eligibility, Institutional Legitimacy, and the Long-Horizon Architecture of National Resilience (2026). The figure presents an original systems-analysis framework for evaluating women’s military combat eligibility across four cumulative levels of policy consequence. The framework distinguishes: Level 1 — Personnel-Policy Decision: Who may enter, train for, qualify for, and serve in a military occupation? This level evaluates accession, physical and medical standards, occupational testing, training, assignment, deployability, injury, attrition, discipline, retention, sustained performance, and immediate military effectiveness. Level 2 — Institutional-Access Decision: Who may participate in mission-central and authority-producing functions? This level examines access to operational experience, command credibility, advanced schools, professional networks, developmental assignments, institutional visibility, and the credentials through which future military leaders are developed. Level 3 — Public Authority-Recognition Decision: Whom does the state publicly recognize as capable of bearing consequential national responsibility? This level evaluates eligibility, appointment, command, visible performance, public trust, institutional symbolism, and the leadership archetypes communicated through military policy. Level 4 — National-Resilience Decision: How does recognition or exclusion affect the nation’s leadership depth, legitimacy, adaptability, and succession capacity? This level examines long-horizon effects upon leadership-pool depth, institutional adaptability, public legitimacy, cross-sector capacity, crisis competence, succession continuity, and national continuity. The four levels are cumulative rather than mutually exclusive. A combat-eligibility decision begins within military personnel administration but may also determine access to authority-producing pathways, communicate whom the Republic recognizes as capable of sovereign responsibility, and generate delayed effects across the national leadership and resilience architecture. Military effectiveness remains the threshold condition at every level. The figure is intended for use by legislators, defense officials, researchers, educators, and policy analysts examining military personnel policy, institutional legitimacy, leadership development, authority signaling, and national resilience. It may support congressional oversight, policy comparison, classroom instruction, scholarly citation, and further empirical testing of the proposed framework.
