For unit level, the value is given as Yes=1 and No=0, while at municipal level it is given as a percentage (%) of units where procedures are in place for the home care staff to act in the event of suspicion/detection that the individual is dependent on/abuse of medicines. The procedure shall be decided at management level and documented. It must be up-to-date, i.e. followed up or drawn up within the last year. Addiction means that you need an increasing dose of a\ncertain substance to achieve the expected effect and that you have withdrawal symptoms when you stop using the substance. Abuse is defined as the use of substances in a way that harms health. The injury can be physical or mental. Despite recurring problems, the substance continues to be used. In the case of dependence or misuse of drugs, it is no longer the symptoms of, for example, pain or anxiety that the person concerned wants to get rid of, but the person feels a craving for the drug itself and can get abstinence without it. Routines mean that the staff knows who or what people are being contacted when there is a need or support for a position on the appropriate measure. This may involve contact with the head of unit, the responsible aid officer or nurse. The procedures describe a predetermined approach to how an activity should be carried out. This refers to own local written procedures or joint written procedures that the municipality has developed for its activities.
