The study is focused on an alternate conception of an ideologically burdened administrative burden concept as well as a perception survey of key stakeholders – business owners. The main idea was to enhance stakeholders comprehension, knowledge and awareness so that they could in effect further improve the public policy of administrative burden reduction. The purpose of the research »Cutting red tape« was to categorize administrative burdens and to establish how key stakeholders are familiar with administrative burden reduction measures. The purpose was also to conceptualize the term administrative burden, which served later as an important determinant in the terminological clarification of a policy area. The research also focused on the different types of burden (temporal, financial and other types) that businesses endure due to the existence of administrative burdens. The research follows trends in the area of business perception surveys and their comprehension of the regulation and its effects. In the international environment such research complement raw data about the (dis)use of regulatory mechanisms and represent a valuable contribution to identification of a certain public policy. Part of the content of the questionnaire and data file is bound to business secret and is available from the author of the survey.
