This dataset constitutes the analytical output of Deliverable D3.6 ("Pathways Generalisation") of the KNOWING Horizon Europe project (Grant Agreement No. 101056841). It provides a comprehensive transferability similarity assessment covering approximately 1,150 European NUTS-3 and 98,000 LAUE regions evaluated against four climate adaptation demonstrator sites across four Climate Innovation and Change (CIC) contexts: urban heat adaptation, river flood resilience, coastal flood resilience, and agroforestry transition. The database operationalises a Four-Tier Weighted Gower Distance Framework that quantifies the multi-dimensional similarity between any target region and each demonstrator across 34 thematic indicators organised into nine domains: Climate, Physical Geography, Territorial Typology, Urban Systems, Land System, Hydrology and Water Resources, Ecology and Natural Resources, Socioeconomy, and Governance and Institutions, supplemented by Infrastructure and Energy indicators. The similarity pipeline computes, for each demonstrator–region pair under each weighting scheme and climate scenario, a composite transferability score (0–100) and a transferability class (TRF1–TRF5) derived from a weighted combination of four tier-level Gower distances. A structural eligibility screening layer applies thirteen gates — both hard exclusions and soft advisory flags — including Köppen climate zone compatibility, coastal/mountain structural incompatibility, DEGURBA urban-rural incompatibility, and indicator coverage warnings, ensuring that high similarity scores are only surfaced for region pairs where knowledge transfer is structurally applicable. The dataset is intended to support climate adaptation practitioners, regional planners, and policymakers in identifying European regions whose structural, environmental, and socioeconomic profile most closely resembles that of the five KNOWING demonstrators, thereby providing an evidence base for knowledge transfer of locally tested adaptation solutions to analogous regions across the European Union.
