The Park plan included in a PNR charter, declines the planned interventions according to the particularities of the territory; The charter of a regional natural park is the contract that concretises the project of protection and sustainable development developed for its territory. After being subjected to a public inquiry, it is approved by the municipalities constituting the territory of the Park, the Region(s) and Departments concerned, the socio-professional and associative partners. It sets out the objectives to be achieved, the guidelines for the protection, development and development of the Park, as well as the measures that enable it to implement them. It makes it possible to ensure the coherence and coordination of the actions carried out on the territory of the Park by the various public authorities. It has a validity of 12 years, a procedure for the revision of the charter allows, in view of the action of the Park, to redefine its new project and to renew its classification. Since the Law of 13 December 2000 on urban solidarity and renewal (Article 45), this Charter has been subject to public inquiry. Drawn up on the basis of a diagnosis of the territory concerned by the Park, the charter includes: • The project for the protection and development of this territory for the next 12 years and the rules of the game that are set by the partners for its implementation; • The plan of the Park which declines the planned interventions according to the particularities of the territory; • The statutes of the management body of the Park, its financial and human resources; • The advisory bodies (scientific committees, commissions, etc.) of the management body; • A precise and quantified three-year programme of actions; • The draft convention implementing the charter by the State, an agreement signed by the Prefect of the Region concerned, as soon as the Park was created. The NRP classification of the Northern Vosges and therefore the validity of the Park Plan will be automatically extended until 2029.
