Roundtable discussion with Stephen Wong, Los Angeles Assistant City Administrative Officer and Peter DiCarlo, Police Budget Analyst, Office of the City Administrative Officer. The discussion includes the city budget process and the Los Angeles Police Department's position and influence within this process, 1992 August 29. PART OF SERIES: After the violence had subsided, the Webster Commission met of a variety of public officials, law enforcement personnel, activists, and community leaders to discuss the rioting, its root causes, and the adequacy of the LAPD's response.
