Youth composite measure of labor underutilization, ages 15-24

Percentage of youth ages 15-24 experiencing labor underutilization. This indicator is calculated as the total number of persons in time-related underemployment, unemployment, and the potential labor force, divided by the extended labor force, expressed as percentage. The extended labor force is defined as the sum of the labor force and the potential labor force, which includes unavailable jobseekers and available potential jobseekers not actively seeking employment but wanting a job and currently available to work.
