Spills

A spill is any unexpected, unintended, abnormal, or unapproved dumping, leakage, drainage, seepage, discharge or other loss of petroleum, hazardous substances, extremely hazardous substances, or objectionable substances. The term does not include releases to impermeable surfaces when the substance does not migrate off the surface or penetrate the surface and enter the soil. Owners/operators of facilities and modes of transportation are required to report all spills, including the total amount spilled, not the amount unrecovered. All spills require a spill response, regardless of reportability.泄漏事件（spill）指任何意外、非故意、异常或未经批准的倾倒、渗漏、引流、渗流、排放或其他形式的石油、有害物质、剧毒有害物质及不良物质的流失。当物质未从防渗表面迁移、未穿透该表面并进入土壤时，向防渗表面的排放行为不纳入本术语的覆盖范围。设施及运输工具的所有者与运营者须上报所有泄漏事件，上报内容为泄漏总数量（而非未回收量）。无论是否具备上报义务，所有泄漏事件均需启动应急响应。
