Abstract This paper presents a formal mathematical framework reconciling macroscopic cosmic determinism with conscious freedom of choice within a static four-dimensional block universe. By modeling spacetime as a discrete hexagonal lattice stabilized by a Mod 9 invariant and a stationary light background field, we demonstrate that alternative timeline branches persist simultaneously as orthogonal subspaces. Consciousness is formalized not as a dynamic collapse mechanism, but as a localized projection operator that navigates pre-existing metric states. Furthermore, we derive the phase-shift dynamics of the 3I pulse sequence (8-13-8-5-13-8), proving that net residue accumulation governs smooth transitions between modular resonance channels without violating global energy conservation or triggering thermal runaway.
