Functional classification is the process by which streets and highways are grouped into classes, or systems, according to the character of service they are intended to provide. Functional Classification (FC) defines the nature of this process by defining the part that any particular road or street should play in serving the flow of trips through a highway network. There are three principal roadway classifications: Arterial (Interstate, Other Freeway and Expressway, Other Principal Arterial, Minor Arterial), Collector (Major Collector, Minor Collector), and Local roads. All highways and streets are grouped into one of these classes, depending on the character of the traffic and the degree of land access they allow. Received and published by MSDIS June 2026.功能分类（Functional Classification）是指根据道路及公路拟提供的服务特性，将其划分为不同类别或系统的流程。功能分类（FC）通过明确每条特定道路在公路路网出行流服务中应承担的角色，界定了该流程的本质内涵。道路功能分类主要包含三大类别：干线公路（州际公路、其他免费高速公路与快速路、其他主要干线公路、次要干线公路）、集散公路（主要集散公路、次要集散公路）以及地方道路。所有公路及街道均需根据其交通特性与允许的土地接入程度，归入上述三类之一。本内容由MSDIS于2026年6月接收并发布。
