Catalogue of Adaptation Policies to support decision-making for a Climate-Proof Built Environment (ADAPT4BE_policies)

This file contains the catalogue of adaptation policies for a climate-proof built environment (ADAPT4BE_policies), developed within the MULTICLIMACT project. The catalogue is structured into four governance levels (global, European, national, and local) and compiles adaptation strategies, plans, policy instruments, and guidelines, enabling a comparative and multi-level analysis of climate adaptation policies. The harmonised version of the catalogue integrates documents identified through a literature review and policy mapping exercises. At the global level, it includes key international frameworks and guidance documents from major organisations, such as UNFCCC, UNDP, UNEP, the World Bank, OECD, GlobalABC, and ISO. At the European level, it covers a wide range of binding and non-binding EU policy instruments for climate adaptation. At the national level, it includes National Adaptation Plans (NAPs) from EU Member States and EEA countries, selected from the Climate-ADAPT platform. At the local level, it focuses on case studies from Spain, particularly Catalonia and Barcelona, representing regional and urban adaptation governance. For each entry, the catalogue provides general information (title, description, scale of intervention, responsible organisation, year, instrument type, and binding/non-binding nature) as well as key climate-related information, including hazards (based on EU Taxonomy classifications), climate-sensitive sectors, adaptation methods, and adaptation measures following the EEA categorisation based on Key Type Measures (KTMs). References and URLs are included for further consultation. The catalogue supports comparative analysis of adaptation policies across governance levels, helping to identify gaps, overlaps, and inconsistencies, and to strengthen vertical policy integration and coherence in climate adaptation planning. It is not intended to be an exhaustive repository, but rather a structured and representative dataset of key adaptation policy instruments relevant to multi-level climate adaptation governance.
