These days, there is a lot of talk in the business community in Baghdad about the Iraqi government's intention to activate and implement the economic privatization policy or partnership with the private sector for projects, factories and services owned by the state and transfer their ownership and management to the private sector within an organized program and under the supervision of the World Bank. But at the same time, I hear a lot about this internationally known economic policy being applied to struggling, losing, or non-operating institutions, and I do not know the reason for the insistence that the concept of privatization is for private, losing and non-operating institutions? And why do we expect investors to rush to buy losing institutions? Through our experience with privatization during the past 30 years and our purchase of many companies that were privatized in the Arab world, no company was offered for investment that was losing or struggling. Rather, profitable companies were offered that had the scope for development, expansion, and maximizing their production, thus increasing their market value and financial shares, and improving their products and the conditions of their workers.
