This replication package accompanies the study “Multi-Objective Planning for Healthcare Facility Resilience: Mitigate Now or Respond Later?” The archive contains the input data and computational outputs underlying the analyses reported in the study, including detailed run-level records and summary results from the Benders-decomposition and Lagrangian-dual methods, as well as the expected value of perfect information and value of the stochastic solution analyses. The study develops a bi-objective, two-stage stochastic optimization framework that jointly determines pre-disaster healthcare facility-hardening investments and scenario-dependent patient evacuation decisions. The framework balances expected economic cost against an expected, location-based, vulnerability-weighted measure of healthcare service-disruption impact. The input data cover 3,752 hospitals and nursing homes in Texas and include facility locations, bed capacities, and occupancy levels; climate-informed flood scenarios derived from 27 tropical cyclones that affected Texas between 1993 and 2018; interfacility patient-evacuation costs; facility hardening and restoration costs; and census-tract social-vulnerability index data used to construct facility-level service-disruption impact weights. The archive also provides detailed and summarized computational results for the alternative scenario sets, investment budgets, and solution methods examined in the study.
