Water-dispersible sheet

The present invention provides a water dispersing sheet for suppressing degradation over time of adhesion of an adhesive layer while maintaining water dispersion properties. A base paper for a water dispersing sheet is given a multilayer structure， and each of a layer (surface layer) in contact with an adhesive layer and a layer (inner layer) not in contact therewith comprises a mixture of alkalinized fibrous carboxymethylcellulose and fibers for papermaking with the ratio thereof and the freeness of the fibers for papermaking set in a specific range. The water dispersing sheet has an adhesive agent layer on one surface layer (first surface layer) of paper base material formed from the inner layer and at least one surface layer， said water dispersing sheet being configured such that the inner layer is formed from fibers for papermaking for which the Canadian Standard freeness is 600 – 750 ml CSF and alkalinized fibrous carboxymethylcellulose， the surface layer is formed from fibers for papermaking for which the Canadian Standard freeness is 400 – 575 ml CSF and alkalinized fibrous carboxymethylcellulose， and the content of the fibers for papermaking in the first surface layer is 60 – 90% by mass.
