After the site was cleared of all shingles between December 2020 and May 2021, the City conducted environmental site assessments to determine if the property was affected by any historical uses at or near the property. The City identified undocumented filling of the property in the 1970s and 1980s as part of prior commercial operations. Subsequent subsurface investigation identified lead concentrations in soil exceeding regulatory standards and fill material inclusive of brick, concrete, and metal that extended up to eight feet below grade. The City acquired the property in July 2021 and conducted additional soil testing to delineate limited areas of lead-impacted soil and to ensure that stormwater controls are effectively limiting erosion. To address the elevated lead concentrations in soil, the property was entered into the Texas Voluntary Cleanup Program (VCP) in August 2022 to pursue closure with the State. The remediation plan, that was developed and approved by VCP, addresses all historic environmental concerns to allow all possible reuse options (unrestricted reuse).
