Programmed Operation for Habitat Improvement and Urban Renewal (OPAH-RU)

This layer lists the different perimeters of the Urban Renewal Operations of Rennes Centre Ancien (OPAH) and Urban Renewal Operations (RU) of Rennes Centre Ancien since 2011. This database also includes the scope of the OPAH “degraded co-ownerships” of 2007, but not the complete inventory of OPAHs recorded in the territory since 1997 (work in progress/OPAH from 1979 to 1997 including the OPAH “stairwell cages” from 1997-2002). Three OPAH-RU “Rennes Old Centre” took place: a first in 2011, then a second one on the same perimeter in 2016. A third operation is currently underway over the period 2023-2028, with a slightly modified scope compared to the previous one. These different OPAHs focus on the requalification of the housing offer in the historic center of the city of Rennes. The 2023-2028 OPAH aims to: (1) Rehabilitate degraded buildings and preserve their heritage value; (2) Combating unworthy habitat, ensuring the safety of persons and property, in particular in the face of structural and fire hazards; (3) To create the conditions for a diversification of the housing supply by supporting the owner-occupiers and by developing a financially affordable rental stock; (4) Improving the residential function of buildings by restoring the long-term operation of condominiums in terms of rules (establishment of trustees, updating of documents) and uses (mutualisation of common premises, housing/business cohabitation) and by engaging co-ownerships in preventive management of their property; (5) Strengthen the attractiveness of the old center by maintaining and diversifying the commercial offer. The monitoring and animation of the operation has been entrusted since 2011 to the local public development company (SPLA) Public Territories.
