数据包括：1996年水利部黄河水利委员会编制的《黑河干流（含梨园河）水量分配方案》；1992年水利部兰州勘测设计院编制的《黑河干流水利规划简要报告》；2001年国务院批复的《黑河流域近期治理规划》；2008年黑河流域管理局的《黑河水量调度历史文件资料汇编》；2014年讨赖河流域管理局编制的《讨赖河流域酒泉盆地水资源合理配置方案研究》。

Data collection method: Surveyed and collected by the Heihe River Basin Administration. The dataset includes the following official documents: 1. *Water Allocation Scheme for the Main Stream of the Heihe River (including the Liyuan River)* compiled by the Yellow River Conservancy Commission of the Ministry of Water Resources in 1996; 2. *Brief Report on Water Conservancy Planning for the Main Stream of the Heihe River* compiled by the Lanzhou Survey and Design Institute of the Ministry of Water Resources in 1992; 3. *Recent Governance Plan for the Heihe River Basin* approved by the State Council of the People's Republic of China in 2001; 4. *Compilation of Historical Documents and Materials for Heihe River Water Quantity Dispatching* from the Heihe River Basin Administration in 2008; 5. *Study on Rational Water Resources Allocation Scheme for the Jiuquan Basin in the Taolai River Basin* compiled by the Taolai River Basin Administration in 2014.
