Bystander Naloxone Administration and Refusal of Transport in Emergency Medical Care: A Retrospective Review of a Statewide Opioid Overdose Surveillance Program

This dataset supports a retrospective cohort study analyzing 15,025 nonfatal, EMS-reported opioid overdoses in Connecticut from November 1, 2019, to June 30, 2024, using the Statewide Opioid Reporting Directive (SWORD) surveillance system. Variables include naloxone administrator type (bystander vs. first responder), dose frequency, age, gender, incident time, and EMS transport outcome. The dataset was used to evaluate associations between bystander naloxone administration and refusal of EMS transport, including multivariable logistic regression analyses and time trend modeling. All data are de-identified and provided in a format suitable for replication and secondary analysis. The incident date and time has been removed from this dataset and replaced only with the quarter and year (e.g., Q4 2019) to protect patient privacy.
