This deposit holds the records, tables, figure data and working notes behind a single-case documentary study of Henrico County's June 10, 2025 ordinance ending by-right approval of data centers, what that reform reached, and who got a hearing. The study is under journal review; the deposit is cited from its data-availability statement. What changed in version 1.1 Version 1.1 adds the county records that fix the reform's reach: the four vested-rights determination letters the Director of Planning issued between August 28 and December 10, 2025 (reproduced as Exhibits Q, S, V and V-1 in the appellant's binder in APP-2026-100056, whose image-only pages 125 to 283 are now supplied as OCR text with page markers), the Board of Zoning Appeals agendas for September 2025 to September 2026 (the appeal check), the Director's monthly plan-of-development agendas from December 2024 to August 2026, the county's public case portal records transcribed on September 26, 2026, Henrico County Code Chapter 24 as published July 28, 2026, the advertised amendment text, the Court of Appeals of Virginia opinion in the Prince William Digital Gateway appeal (March 31, 2026), and the statute texts drawn in Figure 1. The supplement is rewritten (v0.8, nine sections); the tables now include Table 5; the window diagram is Figure 1 and the tract map Figure 2. Version 1.0 remains available and unaltered.
