To explore an effective approach to college students' occupational health and safety (OHS) education based on the premise of overall national safety (ONS), this study, through empirical investigation, first uses a structural equation model (SEM) to build and verify the OHS factor model, and then uses CHAID decision tree to conduct an in-depth analysis of the impact relations between the four types of factors. The research results show that the OHS factor model constructed in this study is reliable, and the ONS factors directly and positively affect the theoretical learning approach (TLA) factors, while the TLA factors directly and positively affect the simulation approach (SA) factors, and SA factors directly and positively affect the field practice approach (FPA) factors. The research results also show that the three types of OHS factors can be divided into four levels of ABCD, of which Level A is the key control factor, Level B is the secondary control factor, Level C is the general control factor, and Level D is the negligible factor. This research model and decision-making method not only clarifies the influence path of the three types of factors of ONS and OHS but also explores the sub-factor categories of hierarchical control, thus providing an effective guide for college students' OHS education.
