With the increasing use of intelligent systems every day, ethical issues are becoming increasingly critical regarding their design, implementation, and use. The most challenging ethical dilemma in such a system is balancing between autonomy and management. On the one hand, intelligent systems can be given autonomy to enable more efficient determination and adaptation to convert instances to achieve better user satisfaction and productivity. Being too independent may lead to unwanted consequences, breaches of ethical standards, or even damage to individuals or the community. It examines the different aspects of the human- based ethics in the intelligent system frameworks in the range of negotiating autonomy-control. The paper will examine the moral principles that should be adopted to design and apply intelligent structures manually namely transparency, accountability, justice, and privacy. This paper proposes the Ethical Autonomy Control Framework (EACF) based on philosophy, psychology, and computer science technology that could help to balance the ethical control and autonomy through the emphasis of human well-being and social ideals. The paper shows that interdisciplinary cooperation of ethicists, technologists, politicians, and marketing stakeholders in accountable innovation and reasonable machine governance is necessary. In the work, the case studies and hypothetical scenarios are utilized to demonstrate the issues of ethics decision-making in the real world and provoke the need to develop new methods that do not forget different perspectives and cultural requirements. Lastly, the paper proposes to conclude that a balanced approach of autonomy and control in intelligent systems requires the full approach, with consideration to ethical notions, technological information, and a human-focused design. The EACF proposed offers one way of harnessing the transforming potential of intelligent systems and protecting human dignity, autonomy and well-being in the virtual age through elevating ethical awareness, establishing ethical literacy and satisfying ethical demands. It was proved in the experimental simulation that the proposed EACF model boosts the productivity rate of 97.3, the accuracy rate of 95.4, ethical awareness rate of 97.2, user satisfaction rate of 94.3, and operational efficiency rate of 93.4 as compared to other existing models.
