PROBLEM TO BE SOLVED: To provide a fibrillation processing device and a sheet manufacturing device capable of reducing a load of a fibrillation blade positioned on the side of an input port of raw material. SOLUTION: A fibrillation processing device 20 uses a fibrillation inner blade 163 provided on the outer periphery of a rotor 160 and a fixing member 150 covering at least a part of the rotor 160 to fibrillate raw material MA input from an input port 174 and derives a fibrillated product from a derivation port 176. In the device， an inner diameter R of the fixing member 150 covering the rotor 160 is made to be smaller as going toward the derivation port 176 from the input port 174 and a gap G between the fixing member 150 and the rotor 160 is made to be narrower as going toward the derivation port 176 from the input port 174.
