Certification-gate transfer test: pre-registration, benchmarks and frozen results (arXiv stat.ML + cs.CR)

Supporting artifacts for a pre-registered, negative-controlled certification protocol for emerging-topic detection, validated in-corpus on arXiv stat.ML (recall 93%, specificity 100%) and then run unchanged on a second, structurally different domain, arXiv cs.CR (recall 62%, specificity 69%; pooled 77%/85%). With two domains this is a transfer test, not a replication: it characterises how the protocol behaves out-of-corpus, not whether the first result reproduces. Includes the frozen selection protocol and its disclosed pre-scoring amendment (family E, NIST-AI), the cs.CR benchmark (16 positives / 13 controls, family-attributed), OpenTimestamps proofs anchoring criteria and ground truth before results, the frozen result files, and the correction-invariance and power/MDE robustness outputs. Every score is deterministically reproducible from the frozen inputs.
