Abstract This paper documents how U.S. public systems that purport to provide safety and redress—housing authorities, police, grievance offices, ombuds institutions, and legal aid—function in practice as mechanisms of risk displacement rather than harm resolution. Drawing on federal regulations, housing scholarship, policing data, and administrative burden theory, it demonstrates that reporting harm often increases danger for marginalized populations while preserving institutional legitimacy and job security. The paper argues that this asymmetry is designed, not accidental, and that procedural compliance substitutes for material safety in ways that systematically disadvantage Black families and other racialized groups.
