DOC Certificate (Document of Compliance) is a mandatory onboard certificate required for cargo-carrying vessels in accordance with the provisions of the International Safety Management (ISM) Code. In China, such DOC Certificates are issued to shipping companies by the China Maritime Safety Administration (CMSA) in compliance with the ISM Code.
The DOC Certificate serves as a critical legal document that regulates the relationship between ship management companies and cargo owners. It certifies that the ship management firm has passed audits of the environmental protection, safety and quality standards stipulated in international conventions, and is capable of independently carrying out maritime operations. This means that all documentation, instructions, regulations and operational procedure standards related to ship structure, safety equipment, navigation management, maintenance plans and ship environmental protection management are formulated in accordance with relevant international standards. For ship brokers and cargo owners, the DOC Certificate can also function as an evaluation criterion when selecting carriers for transportation contracts. When a ship management company provides the DOC Certificate in a contract to prove its relevant qualifications, it can offer certain guarantees for both parties to the contract.
