它是在企业开工建设前向发改等投资主管部门提交备案信息、履行告知义务，经平台确认后生成项目代码并发放备案证的公共服务过程产生，包含项目名称、颁证日期等内容，用于项目立项、开工许可、规划用地及竣工验收等。
This dataset is generated during the public service process where enterprises submit filing information and fulfill the notification obligation to the National Development and Reform Commission (NDRC) and other investment competent authorities before starting construction, and a project code is generated and a filing certificate is issued after confirmation by the relevant platform. It contains information such as project name and certificate issuance date, and is used for project approval, construction permit application, land use planning, completion acceptance and other related work.
