PROBLEM TO BE SOLVED: To provide a carbon fiber paper having sufficient strength as well as uniform strength even in a surface direction for a core material of a carbon fiber paper reinforced plastic， a manufacturing method thereof， and a carbon fiber paper reinforced plastic having sufficient strength as well as uniform strength even in a surface direction. SOLUTION: The invention provides a carbon fiber paper 1 used as a core material of a carbon fiber reinforced plastic 10， in which the carbon fiber paper 1 involves a first carbon fiber 11 having a fiber length of 5-10 mm and a second carbon fiber 12 having a fiber length of 20-40 mm， and a binder for binding at least the first carbon fiber 11 and the second carbon fiber 12， and the first carbon fiber 11 and the second carbon fiber 12 are randomly orientated; a manufacturing method thereof; and a carbon fiber paper reinforced plastic 10 containing the same as a core material.
