An inclusive provider is an inclusive structure whose economic activity aims to integrate people who are far from the labour market into employment on a sustainable basis. These providers, or ‘inclusive social enterprises’, belong to two broad categories recognised by the State: structures for integration through economic activity (SIAE) and structures for disability.
The indicator represents the share (in value) of contracts awarded to integration structures through economic activity and/or disability.
In the absence of a history, a company contracted today is considered to have been so at the time of the award of the contract. Only holders with a valid SIRET are considered.
Perimeter: Hexagon and overseas.
Each contract is linked to a grid according to the level of collectivity of the buyer, and not the place of performance of the contract. The level of authority, determined by INSEE, is retrieved from the business directory.
The buyers taken into account are local authorities, with a valid SIRET. For example: within the municipality, the contracts taken into account are only those awarded by the municipality itself, contracts awarded by buyers located in the municipality are not taken into account.
The indicator is calculated independently for each of the four territorial grids (municipality, EPCI, department, region) and cannot be consolidated from one grid to another. Thus, an indicator with a regional grid is not obtained by aggregating the indicators of the sub-regional grids.
- At the regional level, only purchasers of the ‘Region’ or ‘Overseas Region’ level of authority with a valid SIRET are taken into account.
- At the departmental level, only purchasers at the ‘Department’ or ‘Department of Overseas France’ level with a valid SIRET are taken into account.
- At the EPCI level, only purchasers at the ‘EPCI’ or ‘Metropole’ level with a valid SIRET are taken into account.
- At the municipal level, only ‘Commune’ or ‘City’ purchasers with a valid SIRET are taken into account.
The date of the measure is the date of notification of the contract.
Axes/dimensions: The indicator is available by purchasing sector. For each sector, it corresponds to the ratio between the value of contracts in this sector awarded to inclusive suppliers and the total value of contracts in <b>this sector</b>.
To obtain the share of contracts awarded to inclusive suppliers across all sectors, it is necessary to recalculate the report. This requires dividing the sum of numerators (amounts of contracts awarded to inclusive suppliers) by the sum of denominators (total amounts of contracts) for all sectors for the same buyer and for the same measurement year. Be careful not to aggregate the percentages by sector, this would lead to a false result.
This indicator must be contained in the Socially and Ecologically Responsible Public Procurement Promotion Scheme (SPASER) for buyers subject to the implementation of a SPASER by Article L. 2111-3 of the Public Order Code.
