SPOT-OD archive-extracted reproduction and GraphAnchorPairGate PoC package

Public archive-extracted reproduction package for the SPOT-OD supplementary review archive plus a compact GraphAnchorPairGate proof-of-concept package. The unchanged v1.1.0 archive verifies archive extraction, manifest-indexed artifact hashes, active manuscript artifact regeneration from archived results, and one archived-input public OD slice rerun. The v1.2.0 GraphAnchorPairGate package adds local compact-simulator PoC code, tests, retained seed-sweep CSV/JSON/PNG evidence, selected paper artifacts, best checkpoints, and a stdlib verifier for the 9/10 scenario-row win and 4/5 paired-seed both-scenario win readout. The graph PoC uses all-step center-window RMSE and is not the primary observed-step endpoint, not operational precise-reference validation, not independent third-party reproduction, and not a full raw-data/training rerun. Zenodo will assign a DOI after the GitHub release is archived.
