The telecommunications industry in Myanmar has undergone rapid transformation driven by market liberalization, digitalization, and intensifying competition. Myanmar Posts and Telecommunications (MPT), as a long-established and state-influenced operator, continues to face significant challenges in adapting its legacy operating model to meet evolving market demands and customer expectations. Despite possessing extensive nationwide infrastructure and strong brand recognition, MPT’s organizational rigidity, centralized governance, legacy systems, and limited digital capabilities have constrained its execution effectiveness and competitiveness.This Independent Study aims to assess and redesign MPT’s operating model using McKinsey & Company’s Organize-to-Value (OtV) framework. The study adopts a qualitative, case-based research approach, drawing on semi-structured interviews with managerial and senior personnel within MPT, supported by secondary data from academic literature, industry reports, and regional telecom benchmarks. The OtV framework is applied as a diagnostic tool to evaluate alignment across leadership, governance, structure, processes, capabilities, culture, technology, and customer orientation.The findings reveal critical misalignments between MPT’s strategic intent and operational execution, particularly in governance efficiency, cross-functional collaboration, digital enablement, capability development, and customer experience management. While leadership demonstrates clarity of mission, execution is hindered by bureaucratic decision-making, siloed structures, and cultural resistance to change. Benchmarking against leading ASEAN telecom operators further highlights gaps in agility, customer-centric design, and performance management.Based on the diagnostic findings, the study proposes a structured transformation roadmap aligned with the OtV framework, emphasizing governance simplification, operating model modernization, leadership and capability development, process digitization, and customer-focused execution. This study contributes to both academic literature and managerial practice by extending operating model transformation insights to a developing and state-influenced telecommunications context, while providing MPT with a practical and implementable blueprint for sustainable competitiveness and long-term organizational renewal.
