Russian Budget Monitor

The Russian Federal Budget Expenditure Data compiles official expenditure information from Russia’s annual federal budget laws and quarterly execution reports from 2018 to March 2026. It contains 216,500 detailed observations on spending by ministry, budget chapter, subchapter, government programme and expenditure type. The dataset combines planned annual allocations with cumulative reported expenditure and was created as the data foundation for the related Russian Budget Monitor dashboard. It supports detailed analysis of federal spending structures and changes over time. Classified expenditure not disclosed in the official detailed budget documents is not included.
