Brazil governments fact-check and X-ray: hash-chained public data to check a viral infographic and compare what it omits

Release candidate of 1.1.0. It triggers the Zenodo deposit that assigns the version DOI; the final v1.1.0 tag carries that DOI in README, CITATION.cff, codemeta.json and CHANGELOG. Adds the causal-evidence layer (amendments 14 and 15): what the literature measured causally for 27 policy episodes plus the spending-discipline calculation, three layers never summed (43 Q1, 24 working papers, 11 exploratory), the lever map, spending discipline per term, and the six article figures in five languages.
