This record archives SGUFT G-closure layer V20 (INFUSE1), an adjudicable (PASS/FAIL) operator-backfill upgrade for layers V11–V15. V20 does not modify or supersede any upstream adjudication; instead, it aggregates run-level verdicts from V11–V15 and promotes them to an “operator-backed” verdict only when all three operator prerequisites pass: (i) projection-kernel K_N Mercer/tail control (V17/OPK1), (ii) Hessian degeneracy/construction validity control (V18/HES1), and (iii) window-function regularization-limit and error-bound control E(N,α) under a frozen 2×4 regularization/cutoff matrix (V19/WREG1).Adjudication depends only on declared outputs plus audit/manifest under frozen thresholds (eps = 2e-3). Adapter-level results are aggregated to a run-level verdict using the standard ≥2/3 adapters PASS rule. Any explanatory notes or external comparisons are excluded from adjudication.
